I personally think it needs to be a combo. West fel publically funded resort. There are nature trails and other areas W fel could open to public use to get them on board. The area needs another decent hotel option as well. Partnership with the Ms River cruise lines would be great.
Now I don't think Harold is that open minded and it likely falls through. It's a shame coppermill could get there shite together and the bluffs can't

Copper Mill is funded by an HOA amd their proximity to BR and Zachary’s growth is why they were able to renovate.

Copper Mill was built very maintenance friendly and holes run back and forth. It’s a fun track for golfers and the bunker renovation, is a lot less work to keep manicured.

They took the correct approach
Greens
Then reduce and improve bunkers
Clubhouse and drainage.
Bluffs has a POA, could've gone a similar path with proper leadership.

The design trend of huge steep faced, weirdly shaped bunkers was a nightmare for maintenance costs. Doesn't add that much to the course in reality.
