35% of lowest ranked handicap player along with 15% of next player! This is for 2 man scramble only, so a team of a 2 (0.7)handicap and a teammate of a 10 (1.5) would be a 2.2 handicap vs a team of a 16 (5.6) and a 20 (3.0) handicap would be a 8.6? Fair formula? In this formula The higher ranked team would get 7 shots
I think it’s a fair formula but is there a better format?

Handicapping tournaments is very challenging.
Our league plays a Stableford format. Our 2-mans are 1 and 16, 2 and 15, 3 and 14, etc. We play 75% of combined handicaps per team.

In yours, Team A: 2 and 10 would play a 2.2
Team B: 16 and 20 would play 8.6

6 strokes does not sound like enough of a gap. IDK.
In theory, the 2 would score in the mid to low 70s. 9 strokes from team B might not be enough, unless you have caveats. We require each player to have 7 drives. THAT is our equalizer. That 16 guy can’t drive for shite. I’ve had serval tournaments where I just sat in the cart hoping 16 could get his drive in on the last 3 holes.

Played in one 2-man that had flights. Good idea, but they did it off of age. There are some damn good 70-year olds that kick the crap out of the youngsters. IF you flight the tournament, do it by hdcp. Also hdps play different tees. so, your 2 would play from the blue and your 16 would play from the white. It’s a crap-shoot

This is exactly what the USGA recommends.

We are playing a Ryder cup team format and that is one of the days formula. I left out the fact that it is old guys vs young guys so the old guys are playing the 2 up tees and the young guys are playing the one up tees:
