Yeah this doesn’t make any sense.

The divot is in the fairway where you are supposed to hit it. You are not supposed to hit it in the water or a bunker.

Why can you get a free drop from casual water in the fairway but not a divot?

A divot is not an abnormal course condition.

This is absolutely false. There would be controversies every pro tournament. those guys ask for relief sometimes when they don't even believe they should get it just in case the official will grant it.
