Depends if you want your baw to be a pro or not. Choking down is cool but it has the potential to throw off the weight of the club and thus, the plane of his swing.
If you have aspirations for the tour for your kid, or at least a country club championships before he retires, I'd reckon you need a new set of clubs every time he gets a few inches taller. Just resell the old ones.

You can also cut the shafts down yourself, in which case they would be custom for him.
The pain is getting the new grips on (which you can order). The end of the shaft is thicker and tapers down as you get closer to the club head. The grips are made to fit the tapered shaft so that you end up having to stretch open the grip to get it over the fatter end of the shaft.
My dad and I used regular hairspray and that did the trick. You spray the shaft liberally and inside the grips. The hairspray lubricates everything when wet so you put them on wet and when hairspray dries...you guessed it...it sticks the grips to the shafts beautifully. You just need to make sure the grip is properly aligned in a timely manner before the HS sets up.

Womens clubs will fit best but you will have to replace them as he gets taller. Depends how much he plays if they are worth it or not.

Tell him he needs to get involved with a real sport that involves sweat, blood, physical contact, a game clock, crowd noise, dirty clothing, and running.
