SAM is simply AMD’s name for resizable BAR. XeSS is Intel’s upscaling solution and is practically entirely GPU driven, just like DLSS and FSR.
In the long long ago, you could have some frickery if you mixed and matched, but the drivers for all manufacturers have matured to the point that it’s not really worth taking into consideration anymore. I’m not aware of a single major hardware reviewer who takes the effort to test hardware on matching components. If the test bench has an Intel CPU, it has an Intel CPU. If it had an AMD CPU, it has an AMD CPU. They test all of their GPUs, whether Intel, AMD, or Nvidia, on that platform regardless. I don’t think that would be the status quo if GPUs weren’t essentially platform agnostic at this point.

They test what they are given and tell you what they are paid to..

They have every bit of hardware under the sun, and weird if they are being paid to say what they say, no one is paying them to, for example, show how much better performance is if you pair an AMD processor and GPU versus an Intel processor and an AMD GPU
