Did you get it in bleak falls where you have to turn the pillars? It won't let me turn them at all.

Yep, with the arrows. It won't even let me turn them. I did a search and someone said they had to activate a Jarl quest. This probably is a glitch.

Did you follow the guy into the town? I went to town and gathered a lot of quest including Jarl, but Jarl isn't the quest you need. You need Riverwood the quest from the outfitter for the golden claw.
