The penis contains muscles. L-Arginine increases blood flow to the muscle. Arginine is used in sex products to help people with ED bc it pushes blood to the penis muscle.

It contains muscle fibers, but that doesn't make it a muscle (Nearly Everything in the body's got muscle fibers, doesn't make the whole body a muscle). And Arganine derivatives simply increase blood flow in all blood vessels, hence the easier erection (since an erection is solely attributed to increased bloodflow... Has nothing to do with muscle)
