The best Halo players excell(ed) with these two weapons, and a skilled player with the pistol could handle business well in most situations, just as a skilled layer with the BR can now.

They aren't the same weapon, but they are very comparable.

If you start with a weapon that can kill somebody in three shots at any distance, I don't see how people say it isn't overpowered. Yes it took a level of skill, but it made the game completely one-dimensional and in my opinion boring.

I agree with the majority of that. If they would make the BR fire a tad bit faster and have a little more distance I would love it, but as of right now a shotty is going to win the close quarters battle 8 out of 10 times against a skilled BR whereas the shotty would only win the battle 5 out of 10 times against a skilled Pistol. The Pistol allowed a skilled player to shoot themselves out of situations. In Halo 2/3 I can play close to or sometimes beat my little brother (who was going to play for a professional team in MLG this year but didn't because of school and sports) by camping/ controlling power weapons. In Halo CE he beats be every time to 25 by at least 10 kills and only uses Pistol and Sniper while I use rockets, shotty, sniper ect. He can aim a lot better than me therefore he beats me every time in CE, but not in 2/3 because they are not as skilled based as CE. FYI My brothers favorite game is Halo 2 because he says the BR is a guaranteed 4 shot kill everytime.

Only if you played against terrible players. Against good players you had to have great teamwork and work to get small advantages like inviso and CS by controlling certain areas of the map at certain times. That meant you had to out shoot your opponent to earn the slight advantage. But even if you didn't get the inviso or CS you could still shoot your way out of the situation. You weren't at a huge disadvantage like you would be in 2/3 because of the speed the Pistol could kill in. The power of the Pistol balanced the game perfectly.
