A lot of them are end game activities, but a few are possible to complete before 250'ish.
Regardless, the crucible one, the weekly planet public events and the nightfall appear to reset weekly so you have more than one chance to do them.
You also will get one once you complete the story. I highly advise not picking it up from Zavala until you're 265 or higher. Luminous engrams' PL, once earned, are not pre-determined. They scale with your PL. So if you earn it, don't be afraid to let it sit there until you're ready.
I believe it was confirmed though, that luminous engrams auto-decrypt and go the postmaster if you don't pick them up before weekly reset though.

Made it from 233 to 249 last night just doing public events for about 2 hours. Does this seem normal? I thought i was doing ok, then ya'll are talking 260.

What have ya'll found to be the best way to level up to 265? Currently at 239 right now. I know there are some guides on reddit and youtube for these exotic quests but appears you do that once you get to 265 270 or something.
