Right now I have a PS4 but with EA College Football coming out I have to get an up to date one.

What’s my best option and what’s my cheapest option?

I’m looking at an Xbox Series S as my cheapest option, will that allow me to play College football or is that not a good choice?

Best option? PS5.

Cheapest option? Don't buy a console for a single game.

Obviously I’m gonna buy more but the new college football game is the main reason I’m buying it

If you want a casual gaming console the Xbox s is probably your best bet, but if you want a lot more games you can either buy an tb expansion or look at the series x or ps5

Series S is pretty gimped compared to the PS5 and Series X. If you aren't all that concerned with 4K and 60 frames per second it does the job but I'd roll with higher end systems.

What is the resolution of the TV that you'll be using? If it is 1080p then you'll be fine with a Series S.

You can find a used Series S for around 200, and you can play CFB25 on it so I would go with that choice
note that it has a small amount of storage so you may need to buy external storage in the future

Im a very casual gamer myself who saved money buying the XB Series S a couple years back. Very limited storage - you can probably only keep 5-10 sizable games downloaded at a time (obviously game size specific) but that’s no problem for my situation. I don’t really have any issues at all and I think previous iterations of Madden have run fine (hoping CFB is better than Madden of the last decade or so)
