LoD was a big ask for the younger crowd. The whole thing took up 4 discs and almost an entire memory card, IIRC.
Throw in potentially the most novel combat system going at the time and it doesn't surprise me that lots of folks enjoyed the game but never finished it.

This. I was...lemme check the date it came out...14 the year it came out. I was playing a lot of games, but I was also entering high school and starting to have more of a social life outside of my neighborhood.
Also, I never bought it. Our local Wal-Mart didn't have it in stock, so the only way I could play it was to rent it on the weekends. I think I got through disc 3, maybe?
I loved every minute of it, though. Well, that may be saying too much. I do remember feeling like the random encounters were waaayyyy too frequent. Hated that.
But it's still one of my favorite RPGs of all time.
