But there is not an upcharge for a mixed drink with ice I am sure.
They are not charging for the ice. They are charging for the extra half ounce of liquor poured over rocks with no mixer.

A mixed drink =/= on the rocks
on the rocks = liquor ONLY over ice
on the rocks = 2 oz pour
mixed drink = 1.5 oz pour + mixer (coke, juice, water, tonic, etc.)

I could say with a high degree of certainty that the bartenders aren't instructed to pour a bigger pour on mixed drinks on the rocks vs straight liquor on the rocks.

I'd bet my arse that they aren't making such a precise distinction here between what they're upcharging and what they're not.

You didn't confuse me. Who orders a crown and coke on the rocks? That sounds like something a 16 year old would do to sound cool. Mixed drinks come with ice. There is no need to say on the rocks. The ice is not what is being charged a dollar for.
