A place like that wouldn’t even be a thought in a city like Dallas, San Antonio, Houston, etc. It sucks that that’s probably the best option we have. There and maybe Baton Rouge Beach

I see this point entirely and would imagine that the restaurants in the area wouldn't accept or appreciate food trucks within a quarter mile of their stores, parking, rent-free, making food and absorbing the business of their potential customers.

Exactly--see my previous post upthread about the LA restaurant association's pretty powerful lobbying abilities.
Population density is a factor: to make running a truck viable, you need a steady stream of customers. I know a fair number of operators around SE LA, and the highest-grossing ones are either parking outside high-volume bars on a regularly scheduled & publicized route, parking outside high-density office buildings/hospitals/colleges, or doing party catering. I know one guy who gave up his bar route when he finally got permission to be on-site at a fairly remote chemical plant. He works weekday lunch shift at the plant and doesn't need to hustle weekend gigs anymore.
