Another vote to stay away from an all non-stick set... a nonstick skillet or two is all you need. Look for a tri-ply or better stainless for the rest.
What type of cooktop do you have? That will possibly determine what you need. Newer induction cooktops need cookware with a magnetic base to work.
My wife and I recently replaced all of our pots and pans... found a great deal on some rebranded 7ply Demeyere for most pieces, but have also picked up a few All-Clad from Homegoods and TJMaxx that was on clearance.
Cuisinart Multiclad Pro and Tramontina triply are two of the less expensive sets out there that get great reviews.

In the past few months, I upgraded my entire pot and pans set. I purchased some online during sales, and a lot of them came from TJ Maxx/Home Goods. I purchased all All-Clad for Stainless and Staub for my enameled cast iron. It has been money well spent, and I don't regret it for one second. It has definitely made cooking more fun, and my dishes have definitely turned out better.
I would stay away from sets and buy the pieces you need a little at a time. If going the Home Goods/TJ Maxx/ Marshall's route. You need to stop in those stores often, because the good stuff sells fast.
