Been years since I've had them anywhere else though.

On the half shells (like most of their menu) aren't good or bad

This is a little off subject, but I had the best fried shrimp I have ever had a month ago at a place in abbeville called Cajun Claws. Perfect size, texture, seasoning, great batter not to heavy etc. If your ever in the area it's worth going. Crawfish are a good as well

Best Shrimp po'boy I've ever had was in Geismar of all places at Jam Up.

With that being said, the most consistently good one for the money has actually been the one from South of Philly. On Fridays, it's only $6 and change and comes with fries and a drink.

Another really great shrimp po'boy is the over-stuffed shrimp po'boy from Capital City Crawfish, but I'm not sure how it stands up to Dempsey's.

As for best straight up fried shrimp, I have to go with The Chimes.
