They would have built a temporary levee for it the way that Vidalia did for their riverfront development.

I just left Vidalia. Without Hesco baskets, the Vidalia riverfront would be washed halfway to Baton Rouge by now. Nothing should be built inside the levee.

kip would have built a temporary levee around it and billed the taxpayers.
