Melville - Army Corps Map

I've been following the thread for a few days and I've come to the conclusion that there are quite a few knowledgeable people on here. Which leads me to ask you all this question.
According to this map LINK it shows Melville getting up to 5 ft of water. It also shows Krotz Springs getting up to 15 ft of water. The levees surrounding these 2 towns are pretty high. If I were to guess maybe 45-50 ft. So are they predicting that the water would top the levee when they open Morganza? If so how, if flood stage for Melville is 41 ft and they are predicting it to crest at 40 ft?
Am I missing something? They've called for a voluntary evacuation for Melville and Krotz Springs. I'm just confused, can someone shed a little light on this?

Technically it says 0-5 feet for Melville. I doubt the town gets much at all.

it's not a prediction of the atchafalya over flowing it's banks. When morganza opens it send send water into lower atchafalya river and back up into the west atchafalya floodway. The back water will be coming from the south

Thanks, so the actual Town of Melville should be ok unless there is a breech of some sort?
