I saw a video clip of Col. Fleming addressing a town hall meeting in Butte LaRose. He explained to residents that the area where he was standing was likely to have 15' of water after the spillway opened.
He was empathetic about residents being forced to move and you could tell he wasn't too happy about delivering that news.
