With gimp I always have to copy/paste an group the caption on each layer.
If you can find an area that doesn't move or change throughout the gif, you can put it in the first layer and erase that area in each following layer.
I haven't updated my gimp in awhile though. I want to say I was shown an easier way in the past but it didn't function properly on my computer.

The best/fastest way I've found to do it in Gimp is.
1) Create your text on last layer.
2) Copy that text.
3) Paste as brush and save it.
4) Delete the text you created.
5) Choose the brush you created.
Now, size and position your cursor on the last layer. Be sure that last layer is selected.
Now, just page down & enter all the way to the first layer.
