For Photoshop:
Drop the image for the tattoo into a new layer.
In Layer Options set the blending mode to Multiply and tweak the Opacity for desired look.
And depending on the image, you can play around with the blending mode for better results as well.
UPDATE:
I tried it in Gimp too. Works the same.
