LOL! Not a "Guru", but played one TV maybe.
I started out years ago with just a bunch cheap applications and have kept them for years. I've ended up just using what I have and buying various other apps that do certain things. Right now, I still use Photo Impact X3 (a Corel product they no longer make). I use their "Gif Animator" add in (which is just ok). Also use Portrait Pro and Smart Photo Editor, which are current apps and do certain things quite well.
Have begun to use Inpixio Photoclip 8, which I really like for cloning and "cutting out" sections.
Some may suggest Gimp as a free app to start with. I tried it and didn't like and was just used to the other apps I'd been using.
In retrospect, determine your budget and start off with what you can afford. Reviews.
I would say if you can afford it, just start with the best and go with the Photoshop suite. Maybe you can find some deals or other older versions on Ebay or something. And, if you want to do great gifs, After Effects with the Creative Cloud All Apps plan add in creates gifs that are beyond unbelievable. Couple of posters here have it someway (it's part of a costly plan) and do amazing work.
Key is just jump in and start doing them!

I only fark on my Samsung, so I use these 3 free apps:
-PicsArt
-Background Erase (to make stickers)
-ezgif (online gif maker)
And Tinypic for hosting.

It's been a long time since I've logged onto TigerDroppings. I randomly checked the Fark board today.
I used Photoshop now but I started with a freeware program called paint.net.
Here's an old thread we had discussing some of the basics:

This was prior to phone apps so I have no familiarity with those options.

I started with Adobe Creative Suite 4. Adobe products are not at all intuitive or cheap, though.

I use GIMP, it's a freeware version of Adobe Photoshop
