PhotoShop or Something Else?

Hey guess I'm trying to find a program that is best suited for making invitations, cards, etc. Like a christmas card. I don't think photoshop would be the best for this, but I'm not really sure about what to get...

Photoshop is a great program but it is expensive. I exclusively use Paint.net. Many others on the site use GIMP as it also free. At the end of the day, it really depends on the talent of the user.
You also have to think about printing. You can use any photo-editing program to create an image and take it to a convient store for printing. Some machines have card options.
I print 4x6 photos and use them as postcards. Here is an example of my Christmas card from this past year:
