photoshop help needed

I am looking to do a photo like this with my son's name. Does anyone know how to turn my images midnight blue like their faces in this image?
I can handle almost everything else. The midnight blue thing is killing me.

Can you tell me how? I am very Photoshop Knowledgeable but for some reason the all one color is not happening

chaz linked a way to do it.
i made a new layer and filtered out the red and green, then changed opacity to blend black and white into the blue.
