Need help creating a vector image

I need this turned into a vector image. The parts that make up the tiger should be black, the parts that make up the state white with a black border around the outline of the state to define it. TIA!

I appreciate the link, but I have no idea what I'm doing with this. My buddy is burning this logo into something for me and says he needs a vector image, in black and white and the border around Louisiana added. I vectorized it on the page you sent, but it looks exactly the same.

Did you zoom in real close and still see individual pixels instead of smooth lines?

yea see...not sure how to do all that. was hoping someone more knowledgeable could convert it to what I need. Don't know how much of a pain that would be...no idea at all lol

your image had too much distortion, so I made a new one.
If you don't mind, please acknowledge you have saved the pic.
I will delete from my hosting acct thereafter.
