Kind like farking, but with the audio being edited.
Like Jimmy Kimmel's Unnecessary Censorship, but I want to instead of bleeping, audioshop whoever actually cursing.
LINK
Looking to edit audio/video tweaking a word or two in the speaker's same/similar voice.
So you'd have to be able to isolate the audio track and blend in another audio source that you can manipulate tone/pace to match the original source.
Never tried audio, want to work on a small test project, is there any freeware type program like Gimp to use for Audio shopping?

You can edit audio in Photoshop and then render as a video, but it's easier to do this in Premiere or some other video editing program.

The most popular free program for audio editing is called Audacity. It's been around for a long time and works pretty well; its main quirk is that to export MP3, you also need to install a separate download called the LAME MP3 encoder (yep, that's what it's called), which is easy enough to do.
For what you want to do, it's probably easier to work directly in the video editing software. Not sure what the best free option is there.

video editing ok.. but to just do the audio to test, any audio editing software to recommend?

I have audition but for simple projects without multiple tracks (cutting the dead space from the of an MP3, converting WAV files to MP3, increasing the volume, fades, etc), I use Audacity.
In theory any of the video editing programs should allow you to export audio separately, so you could use one of those, too.
Probably be easier for everyone to help if we knew exactly what you're trying to do.

Change lyric of the song "landslide"
Oh, mirror in the sky, what is love?
Can the child within my heart rise above?
Can I sail through the changin' ocean tides?
Can I handle the seasons of my life?
It pisses me off she uses "sail" for "Ocean tides" and then "handle" the seasons.
I want it to say
Oh, mirror in the sky, what is love?
Can the child within my heart rise above?
Can I sail through the changin' ocean tides?
Can I "weather" the seasons of my life?
Then if I can do it, I can start fixing other songs on my playlist

For that not to sound like shite you're going to need the original audio tracks with the lyrics and instrumentals separated.

Thought I may cut out the horrible lyic, then create the instruments by copying pasting from a vocally silent piece of the underlying rif, then maybe try my karaoke talents with some auto tune to plug in my new lyric.

Hi, do you mean to extract audio from a video? I have ever done this action using Joyoshare Media Cutter. You might as well have a try. You can be at ease. It is very simple to use and export audio separately to any new audio format without quality loss. Also, it gives options to only edit the audio like trim it, add sound effects, adjust volume and weight, etc.
