How to get a logo created?

I have a picture I want someone to use as inspiration for a logo. But who should I send it to? A sign shop, graphic design artist? It's nothing complicated, just need someone who can draw.

I'd do it online personally.
There is a site that someone here once posted where they essentially bid on your job. You, as the client, chooses which person to do it (and you can also preview some of their previous work). Most of them were really cheap IIRC.
Will have a look to see if I can find the site.
