Help Needed/Would Be Greatly Appreciated

Was looking for some help from some of the talented guys here on this board. I have an old picture of my father-in-law that my wife would really like to get touched up. I've seen some amazing work here on older photos that have age marks, so I was wondering if anyone would be willing to take a stab at it.
