How do I add a background color to text. Example: Orange words with a white outline around each letter.

Double click the text layer on the layers menu. In the text options box where you choose the font, color, and size, choose orange for your color. Scroll down in that same box below the size and color options and below the character spacing options and at the very bottom of the box, there's a button that says "create path or stroke from text" or something along those lines. Click that button. Go to your layers dialog box and create a new layer. Then, open the paths dialog box (you can add the paths menu as a tab in the layers dialog box). The stroke you just created can be seen in the dialog box. With that path selected in the box, click the "stroke path" button on the bottom right. Choose whatever you want in there and press okay. Whatever your foreground color is on the main GIMP dialog box is, that's what the outline color will be. Now you're done.
