How is this done (picture made with text)? And can it be done in gimp? If so,how?

I've read how to do it in photoshop. Not so sure its doable in gimp but I would love for someone to prove me wrong

GIMP is a pain in the arse. Or I just don't know how to use it efficiently. I have taught myself how to use it. I could use some pointers.

Was it done with a filter? If not the only thing I see you can do is past and rotate every time and occasionally change the color.

paint.net = 1000 easier than gimp
