Gif software question

Is there any freeware out there to splice movie files into frames for a gif image? Basically something to take youtube or other various movie files into a frame by frame gif format?
Right now the best I can do is play a movie and pause it and then print screen the video and copy it into paint.net (the photo editor I use). I would really like to simplify the process if there is freeware out there to do this. Print screen, copy, paste gets really old and tedious.

I pull up the Youtube video, copy the URL and covert it to .mp4 by pasting it at:

save as .mp4 file to you computer and open and edit in gimp 2.6 you can get at:
www.gimp.org

I have gimp 2.6.7 and it won't let me edit .mp4??
am I missing something?
