Can we make this information sticky? It gets asked an awful lot.
The three most popular options are: Paint.net or Gimp they are free. If you have money buy Photoshop.

thanks...so i downloaded paint net, but i'm having trouble moving the picture i overlayed on top into the place i want it. Any advice on how to move it?

yea...download GIMP... thats how....if you know photoshop.. its similar

I just started using the Gimp. I have learned alot form youtube tutorials. Some good and some bad, but all are helpful.
