Same as with Text. Just drop the new layer in whatever frame you want it to show. You can hide (mask) certain layers within certain frames if you like.

I’ve been doing these farks on my mobile with PicsArt, and can’t edit gifs with that. Maybe it’s operator issues - but the gif apps have been disappointing so far.
I just found GIFX yesterday, seems like it might do what I’m looking for.
