Gimp is what a lot of people use I believe. I'm a Corel guy myself, but I hear it's pretty easy to navigate.

To be honest I think Paint.net is the best freeware out there. I use it. It is a lot more powerful and very much user friendly than GIMP. It also has more tutorials and forums for FAQ's. Also there are hundreds of plugins you can download that will do almost anything you can do on photoshop.

There is no magic button to cut out someones head and place it somewhere else. Use this website to search some tutorials and practice like crazy. It will take a while to get good. LINK
