Editing Gifs

I looked in the Beginner's Guide thread, and couldn't find it. How do I edit gifs? I know how to cut them out of their video... but how do you add words to them? Do I need Photoshop? Right now I only have Gimp.

Imageready or illustrator work too.
I can add text, but I don't know how to limit them to certain frames, it's either the who gif, or nothing at all.
Anyone know what I'm talking about?
Oh, and OP, try gifsoup if you need something sooner than later.

What you do is create a new layer above the particular frame on which you want to add the text. Add text to the new layer, then merge that text layer down onto the frame. To add the same text to multiple frames, create the new layer, add that text, then create duplicate layers of the text layer, move each duplicate over a frame and merge down.
I use Photoshop CS3, but I'm sure other programs would work similarly.
