Adding a scoreboard to a pre-recorded video

What's the cleanest/best value way to add a scoreboard to a pre-recorded video? The sport is volleyball if that makes a difference.
I assume I could have someone professionally do it, but is there a good way to do it myself?

If the video is stationary (ie. recorded on a tripod type of thing), then it would be fairly simple to just apply a layer to it with the scoreboard you're talking about.
