Can someone show me how to make a translucent banner on an image like this using GIMP?

I open a new window and make my banner than copy it.
Then go to the original. Click on the "Windows" tab, click on "Dockable Dialogs", then click "Layers".
At this point I past the image to the original, and place it in the proper spot.
Now go to the Layer palette you opened up on the side and slide the "Opacity" bar to the left. Once you achieve the desired translucency, go to layers and merge down.

Thanks, I was trying to do it a more complicated way that ended up blending the picture instead of overlaying it.

It looks good, glad it worked out. I found alot of GIMP help on you tube under Gimp Tutorials. Good place to poke around and find little tricks to help put some quality images together.
