Who to start? Ja'Marr Chase or Devonta Smith?

Both rookies, both could lead the team in targets. Better QB points to Chase, but drops are plaguing him this preseason. Thoughts?

This year, probably Smith
That WR room is atrocious.
Burrow will look to his slot alot (Higgins) or dump off to Mixon, especially after his injury.
Hurts will probably scramble alot on busted plays, but when he doesn't tuck it and run, might find Smith open occasionally.
Honestly though Waddle has been the most impressive so far, and probably the best value at his current ADP.
