As for the reasoning, if you don't have a specific cut-off time, what's to stop someone from making add/drops in the spring before the draft?
Perfect example, JJ Putz was a free agent last offseason in TDBL. He signed with Arizona and was named the closer at the start of spring training. If this rule was not in place, anyone could have just picked him up and had themselves an easy keeper.
There has to be a cutoff, and for us, its the end of the MLB regular season. It's as good a time as any.
