From what I can tell from this page in 2018, we voted for an all rookie draft and WW to be open all year

I personally would like an all-rookie draft, mainly because I think it's dumb to be able to add someone that was dropped during the draft. That happened in TDBA a few years back - cj mccollum was dropped to draft a rookie, and later someone drafted mccollum because he was in the player pool. My opinion is that it wasn't fair to the guys who drafted before and didn't have a chance at him. So this is my proposal: Straight rookie draft, no drafting players that aren't first year nba rookies. Those players can be added all year long. If I put this to a vote and it passes (greater than 50% of the vote) I'll open waivers back up.
