It is.
We will never reset the waiver order, so the whole "reverse order of standings" is irrelevant. That's only done when a new season begins. Since we are a dynasty, the order will just change as a claim is made.

Constitution says this:
VI. Free Agency
A. Any player not on a team roster and in the league website’s database is considered a free agent.
1. Players that were drafted by a MLB team during the current season are not eligible to be picked up.
2. International free agents signed by a MLB team during the current season are not eligible to be picked up.
B. Eligible players that aren’t in the database can be added by a member of the rules committee.
C. Free agent pickups will be handled using a waiver wire process.
1. Players dropped by another team will be on waivers for one day.
2. Team with the highest priority will win the claim on any eligible player.
3. If a team wins a waiver claim, that team will be placed at the end of the waiver order.
4. Players that aren’t on waivers can be picked up at any time without affected the waiver order.
5. The waiver order will roll over from season to season and will not be reset.
D. Add/drops are allowed at any time, including the offseason.
E. Add/drops during the season will be limited to 6 per week.

Giraffe, you are probably wondering WTF in regards to your team. I have a few observations:
* First of all, here is how your team ranked in each offensive category:
OBP-15th
SLG-12th
HR-3rd
RBI-11th
R-15th
SB-9th
* The pitching issue stems from you rostering a ton of dudes that aren't projected to get QS, Saves, or Holds, making them essentially useless according to Fantrax. You are ranked last in IP and QS, which obviously is hard to determine since you can easily affect these numbers just by making as many starts as possible.
