Louisiana would definitely pass it before Alabama.
I believe Nevada is trying to pass it for recreational use and using the tax revenue from it to go to k-12 programs in state.

Arkansas already convicted and sentenced their Lottery Officials to prison time, the same group that pushed for the passage of the lottery matter-of-fact. Once it was implemented they began skimming and cheating, did not even wait a few months/years before the cookie jar was too tempting for them.
