When this came out, nobody was in an uproar. It was appropriate for its time, it was Science Fiction and that's how Science Fiction was done at the time.
People didn't complain about pace back then...the Medulla oblongata didn't have ADHD back then and people could sit still in their seats without Michael Bay hitting you over the head with a sledgehammer for two hours.
So yes, the Motion Picture probably seems like 2001 compared to the modern reboots that seem like Scooby-Doo in Space.

The pacing surely was but the shots entering the entity and the conversations with Vger are what stood out the most
