This is true....if his boots hit the ground, then he was by definition exposed.

However, and I've seen a few cases like this, the difficulty will be proving he was deployed to Laos for a few days. Unfortunately, they just didn't keep good records of things like this. If this were earlier in his life, he might have been able to seek some witnesses to write statements that he was there, but that window has very likely closed. Best of luck, but you're probably going to experience a myriad of frustration and delays.

The great grandkids MAY see a few bucks if you jump through enough hoops.

A friend of mine died a few months ago. Complications from agent orange.

There wasn't much money in it. Mostly just medical coverage.

Probably wasn’t a deployment but a TDY.
