So the properties weren't submitted to "zoning", I would bet legally this land is still 7 skinny lots. In that case you can't claim servitude of access to a parcel that does not legally exist. Do you have a copy of the illegal subdivision plat and/or know the surveyor of record?
If it somehow is a valid subdivision you are entitled to a servitude of access. I do think the parish has the right to make that servitude meet the standards of a "private street". Either way if you want to proceed there is no easy solution if the neighbors won't agree to grant you access. You can probably win in the end but it won't be cheap, will involve lawyers, and could get nasty.

I do have a copy of the illegal plat, and have spoken with the surveyor, who has generously quoted me on re-surveying the property.

I'm still leery of this parcel, even if the neighbors aren't really an issue. If it was illegally subdivided, how was transfer of ownership handled? Do those owners actually have clear legal title to their separate parcels? Does a clear title exist on the parcel you want to buy?
Or was all of their subdividing done off the books, and all of this property is really in the hands of an un-opened succession of some late relative? If so, be very afraid. Lawd only knows how many potential heirs are involved. Getting distant cousins to agree on something is always a hassle & costs money.
