Where can I find the "Prior Year Child Care Credit" on my LA tax filings for past years?

Got to this page and searched for past years child care credits on my taxes - I am confused as the only reference to past year child care credits doesn't seem to reference this

Doesn't apply to child care credits you forgot to take; it applies to carryovers that we unusable due to no Louisiana tax liability.

So if I made over a certain amount the entire time then that's not going to help at all?
