Want to mainly visit London and Paris.
Found way cheaper flights to Manchester than London or Paris.
Had similar scenario before with Frankfurt being cheaper but it seems Manchester is a more reasonable starting and stopping point.
Thoughts?

When are you wanting to travel and from what airport?

Define "way cheaper"....
--you need to account for intra-city travel. It's not free...so you need to research the cost of train tickets between Manchester & London, and perhaps a RyanAir flight from CDG back to Manchester. Adding in those costs might mean your cheap ticket really isn't so cheap after all.
--also account for time: it's 2.5 hrs by train from Manchester to Piccadilly in central London. If you're flying between Paris & Manchester, figure at least 4 hrs, if you include transportation to airport, clearing customs/immigration, and flight. Time is money: maybe you've got lots and lots of time, so this isn't such a big deal to you? Adding stops & modes of transit means you have more opportunities for delays: strikes, outages, weather, missed trains, etc.
--you'll want to spend the night in your departure city before a transatlantic flight, so that's one night of your vacation spent in Manchester. Fine if you have any interests there, but if you'd rather have another night in Paris, cheap isn't such a good deal.
Only you can decide whether the cost savings is worth the additional travel expenses and time.

Hungryone nailed it. Only thing I would add is that you arrive in the UK around 8:00am. If you fly coach you will be dead tired. Would you rather start exploring when you arrive (or go to your hotel for a power nap and then explore)? Or would you rather take a long train ride that tires you out more and delays the real start of your vacay?
I have done the morning train to Edinburgh immediately after arriving in London and it wasn’t bad. But I flew Virgin Upper Class, so was somewhat rested.
Incidentally, take the Eurostar from London to Paris. Much better than flying.

Ideally, fly direct from MSY to LHR. If you can sleep on the plane, you'll arrive reasonably well rested & can drop luggage at a hotel and get out for a late lunch/sightseeing in the early afternoon.
Take the Eurostar to Paris, then fly home from Paris. A RT on British Air will often take you back to London for that early afternoon flight to MSY.
Yes, it's going to be a little more expensive for the ticket, but it maximizes your vacation time and minimizes your down-time and time wasted in transit.
Google flights is showing $1,220 for that itinerary in mid July, with nonstop to LHR and a connection in Charlotte on the way home from Paris.

I had seen some $500-600 a while back.
Now I see $600 something from Houston to Manchester but would have to drive from BR area to Houston (and back on way home) as well as have Manchester as starting point.

Yep--so you've got to add gas to & from Houston, and likely at least one hotel night in Houston (if you have an early departure or late arrival), plus long term parking for your vehicle. So $60 in gas, $75 or more for parking depending on length of trip, $125 for hotel night: the $600 ticket really costs you another $250 plus time. And that's before you figure the costs of getting to London from Manchester ($40--$75, depending on advance booking, train class), and getting from Paris back to Manchester ($60 on Ryanair, plus cost of getting back to airport on RER, 10.50 euros).
If you're going to compare on price basis, make sure you're including all of the costs.
Now, if you're a broke college kid with plenty of time on your hands, you could take the Megabus to Houston, find a friend's couch to crash upon, and get a free ride to the airport, the Houston to Manchester ticket might be a better deal. Many of us don't have that kind of time and are beyond crashing on someone's couch to save $300.

I ask bc you might to do what me and girlfriend did. We knew we wanted to travel around Memorial Day but couldn’t decide where. I wanted Buenos Aires and she wanted Japan. We both were interested in Croatia/Greece trip.
So we monitored the flights and let the market decide. After some patience we saw a flash sale for BA at $700 RT with ideal times. We jumped on it immediately.
Doesn’t help answer your specific questions but more of a strategic approach.

Dates need to be in May 24 to June 3 window.
I have never been to Europe at all so at this point, I could make it work if we could find a flash sale to any major European location from MSY.

Flash sales are generally held for advance purchases. You’re five weeks out, a major sale is unlikely. Dates are past shoulder season and start of summer season, so cheapest fares are past.
