Did this recently in BR. Was in and out pretty quickly, was relatively painless. Walked in, stated I had an appointment, was sent to the first window (18 or something like that), no line. Showed her my license and paid my money. Sent to next window, was 3rd in line there, went fast. Next stop, 4th in line getting photo taken, went quick.

ONLY delay was when they called my name to come pick up the new license, some large angry woman cut in front of me to start arguing about something unrelated to me (or to the actual license cards they were handing out at that window); it took about a minute before the lady at the desk made eye contact with me, and handed me my license through the next window so I could leave).
