It's a damned mechanical object under physical control of a court official, and it hasn't left his control since the last time it was checked. If you know you're going to pull it out all the time drop the bolt at the beginning of the day, then you no longer have an object capable of firing.

That all looks like political theater designed to convince the jury of how scary guns are. They should be respected but not made into some mystical object that's going to randomly load itself and go bang in a courtroom.
