The judge was appointed by Trump. Better vetting is in order next time around.

So, she should have just left him in jail? Before a trial, a judge can put all kinds of restrictions on a defendant to make sure he poses no pretrial risk. In Georgia, a person out on bond can be restricted to stay within a single county. It is not unusual for accused sex offenders to be denied access to the internet. I don't know enough about this particular defendant to know what is reasonable, but the Judge is acting well within her power.
