Despite having a Democrat governor, Louisiana has laws on the books stating that students can opt out of vaccines for medical, religious or philosophical reasons. LSU has a vaccine "mandate" but is forced by law to offer a waiver. My son has a vaccine for every LSU request but COVID-19 which he signed a waiver.
